IBESR Parquet Meeting Update

IBESR and Parquet were able to meet at the end of last week, and good news resulted from their meeting. They have decided that a moratorium would be honored for all dossiers that will have been submitted to IBESR by January 7, 2009.IBESR has agreed to ask for dispensations for all dossiers that do not fit the law of 1974 provided they are in IBESR before this date. By IBESR requesting the dispensation from the Minister of Justice, it should go quicker than if each orphanage has to ask for dispensations dossier by dossier; IBESR can ask for dispensations in batches. GLA has sent all dossiers that were returned by Parquet to IBESR to request the dispensations. GLA will do all that is in their power to submit dossiers to IBESR by the 7th of January where families have accepted referrals. For those families who have not received referrals yet, or those whose dossiers are not ready to be submitted by this date, GLA will request the presidential dispensations from the Minister of Justice.
